Developers want to sell games.... part of that is makeing sure your screenshots/trailers look beautifull.
They rather spend the resources on makeing games look prettier, than running 60fps.
Why? because it sells better.
Even if you gave the console more resources, they would most likely again just use that for graphics instead of fps.
Its a choice, not a limit of the hardware.
also by now theres probably 100's+ games at 1080p60.
If you prefer 60fps yourself then just buy more of those titles, you dont have to wait for scorpio to do that, PS4 already has plenty of them.
