That is not what marketing means.  Marketing can be as little as taking the materials you are given and turning them into ads.  It certainly does not have to mean overseeing the entire project.  They would have had little control over what Murray said to the press, what features he promised, or what would be in the game, especially since the limited exclusivity contract came well after development was underway.  

As far as I've seen, development and PR were all handled by Hello Games.

Was Microsoft responsible for the content of the latest Tomb Raider game?  Did they oversee the entire project?  They published it and did marketing for it, after all.  Does anyone really believe that?  Hopefully people know better, as it's a Squaresoft game.  It's the same situation.
