The reason why Microsoft hasn't done anything to fix this problems yet or admit them, is because of the investors pulling their legs right now. They havent made any profit since the launch of the Xbox and they're kind of forced to make a profit with the 360.
If the european union is going to sue Microsoft for this aswell, then I'm pretty sure they'll win. Which will result in billions of loss for Microsoft for calling all of the 360s back and fixing them. I'm pretty sure the investors arent going to like that, since Microsoft's already at a 5.4 billion loss.
