It's a CAV drive, constant angular velocity. The data on the outer circle comes in at 216mbps, inner circle is read at only 90 mbps.
Even with the best possible scenario for the higher density, 33GB layers instead of 25GB, ie assume it will have the same number of grooves with only the dots closer together, that would still only raise the data transfer speed to 118 mbps on the inner circle.
It's simply too close, ps3 blu-ray had a 2x CLV drive, 72 mbps from inner to outer circle to be comfortably ahead of the 54mbps speed needed. Plus the drive in the XBox One S is almost twice as expensive, probably because it's faster and can read the smaller grooves.
