If you look at VGC data on Mugen Souls in US/EU its sold 39k/16k and current steamspy sales for it are 16k, I'd say that is quite good sales for a very Niche game on Steam that released very late and thats a little under 11 months of sales, They are right about the one time investment though,  Over the next 3 years it could be up to 30k sales and another 5 down the line up at 50k still ticking in a little profit for them.

That's the thing with it though (and it's a mistake I made too) - what's behind those hard figures?  For starters, Mugen Souls cost $20 at launch vs. a likely $50 for the PS3 version.  Except if you bought it in the first week it was 40% off ($11.99), making it even cheaper.  Valve are still taking their 30% cut of that too, just like the console manufacturers.

I'm sure the sales are fine, otherwise they wouldn't have picked up Mugen Souls Z too.  But that's more where my comparison was coming in, since that game doesn't seem to be going anywhere fast and it surely costs money to pay for these games to be ported.

On another note, I don't get the whole "it's a late port" mentality  XCOM 2 is coming to consoles soon and is a late port of a PC game, yet it's being sold at full price.  If anything "it's a late port" with Steam games shouldn't be a factor because the games nearly always launch at a bargain price with even more of a discount if you buy in the first week.  I wish all the late ports I pay for on Vita had such massive amounts off their pricing!
