The Xbone outputs one whole desktop screen, since it runs multiple OSes with its hypervisor. It outputs one resolution signal to the TV. The signal remains constant the whole time that you are playing games, watching TV, snapping in and out. In this case, the signal is upscaled to 4K for the whole desktop.
