Road network is probably the hardest part to plan ahead. Too many intersections and you get too much traffic. Too less and you get long distance to travel. And traffic noise. And the polution.

 ?? micro managing schools and hospitals isn't that bad.  I don't think you'd ever have 30 schools on one map ... ever.  I don't remember if there was a list in the budget window with each and every school and hospital, where you could more easily access them there, but if there isn't, then they should.
