It's a quite sterile argument I would say.
The PS3 had mandatory blu-ray support. Was it a controversial choice? Of course, yes. The console released 1 one year after X360 and was much more expansive. Those extra 200$ weren't justified if you only wanted a console to play games or if you didn't have a proper TV. Sony justified its choice by saying blu-rays were supposed to give a sensible advatage for gaming, which was clearly not the case since multiplaform titles were on par with 360 even in the late console cycle.
On the other hand, Microsoft - who was supporting the HD-DVD at the time - gave you the option to buy the player separetly, which was definetly a more customer friendly move.
Now let's look at PS4 Pro situation. First of all, 4k readers aren't a great technological leap over the previous format, as apposed to blu-rays in 2006. So including 4K player into the console wouldn't have a great cost impact, as someone seems to expect. Secondly, customers have choice anyway. If you don't have a 4K television you can buy the PS4 slim. If the PS4 Pro is meant to be a premium device for 4K TV owners, it's disappointing you can't play 4k movies with it.
