Why does PS4 Pro not have an option for 60fps?

Actually, it has a 45 to 60 fps setting. How much it reaches 60 is yet unknown.

 

Quit the downplaying.

They said 45+ fps... If it was more closer to 60 fps consistantly, they would have said 60 fps... I am not downplaying
