Well Samsung and Sony for sure; but no-name brands, big-name-turned-no-name brands (let's face it, Panasonic is garbage without their precious Plasma), and LG? No, their upscaling is all garbage.

Let's not forget that consoles typically do post-processing in their scalers to improve the final image.
TV's also tend to introduce input-lag when they are doing upscaling.
And often TV's have a wide-ranging degree of upscaling quality starting from absolutely terrible to semi-decent, quality wise.
The Xbox One S certainly has several real advantages if you are gaming at 4k.

Sony learned with the PS3 that while it is a nice sales driver at 1st have this type of tech becomes a cost drag later on when the special feature becomes available for cheap.
The PS4 Pro has the advantage that the PS4 already exist. It does not need a non-gaming gimmick to help grow the userbase.
Fact is in a year or 2 4K blu-ray players are going to be dirt cheap and Sony will have sacrificed alot of sales (with a higher price) to have a feature that won't be needed.
PS4 is games 1st, ya it does MLB tv and Netflix, but it already does not do 3D. Sony is sticking by their guns and not adding features that will make it more expensive for people to actually game (cost of admission in this case).

If you look at PC Blu-ray drives, 4k capable drives aren't anymore expensive really. (Many non-4k PC drives just need a firmware update for instance for 4k Blu Ray support.)
Sony had the chance to win the Multimedia game and they dropped the ball, plain and simple... The Xbox One S is the best console for Multimedia and it's cheaper than the PS4 Pro.
So a summary is that: Xbox One S: * Can Play Audio CD's. * Can Play 4k Blu-Ray. * Full NTFS support on external media. * HDMI Passthrough and snapping of video.
