Im not saying you cant build a gaming PC off of $400 but I dont know if its for you. Consider the advantages of owning a PC, if those seem like enough to sway you over to building a PC then go for it. I would however say investing an extra $100 or so can go a long way. If not I'd honestly recommend a PS4 Slim over the Pro. Save yourself a $100 and go pick up some games. Not sure how much you spend on games each year but $100 can get you a decent amount if spent well.
