I am not sure if they can. I have a new 2016 4k television that supports HDR. It has a lot of up-scaling capabilities, but if it is a hardware issue then MS may not be able to do it. Xbox One S, or PS4/PS4 Pro may be the only option.
A lot of older (early 2015) 4k television do not even support HDR. HDR was one of the reasons I bought my more expensive current model because a lot of 2015 models did not support it. My buddy has a Sony 4k television he picked up early last year and it does not have HDR.
