What do you believe is behind this Bias other than hardware then. Is it the audience found on Nintendo's devices, is it the way Nintendo deals with third party companies?

Personally I think if Nintendo released a console with very close specs to it's competing consoles it would receive the vast majority of third party titles, but perhaps you are right.

You could call it politics. What the major third party publishers demand is marketing support, plus their games getting bundled with the hardware. Either Nintendo joins the bidding wars or they'll be left out altogether. The reason why Nintendo will continue to refuse to obey is that it doesn't benefit their own business to pay for and advertise multiplatform games; if they cannot realistically expect a notable beneficial effect on their hardware sales, it simply does not make sense to pay for support.

Sony and Microsoft have the same motive (beneficial effect on hardware sales) when considering which games they'll pay for, but unlike Nintendo, these two companies have a long history of multiplatform third party software having a positive effect on their hardware sales, so it makes sense for them to do it. In Nintendo's sales history, it's first and foremost exclusive third party software that fulfills the requirements for investment, so that's what Nintendo primarily targets. Going exclusive, however, is something that is usually not up for consideration for the major third party publishers, so in the majority of cases such an option isn't on the table to begin with. EA shopping around a new IP like Titanfall is a rare exception.

The thing is, Nintendo existed before Sony and long before Microsoft. They obviously both took risks (albeit mostly financial) to gain that loyalty whereas Nintendo's history with third party may not be as great. Unfortunately, their stubbornness (who obviously passed onto their many loyal fans) and obviously now selfishness is now what causing them to hit a panic button. Why? Super Mario Run's existence proves this.

If what we know from Nintendo is that besides having to flow within normalcy along with their not-competitions, they like to test outrageous ideas instead. I'm willing to bet, if push comes to shove we'll see the end of their hardware/software-maker life, we'll see them off some crazy business organization, maybe even weed. Who knows?! Either way, their history shows this.
