Well it depends.

Do you have a ps4 already? If so than I would say not really. It isn't running at 4k native but does use some really nice techniques. Along with it not being able to play 4k Blurays. If you already own a ps4, then no.

But if you don't and you want a more stable gameplay experience than ps4's offerings, then maybe. Faster cpu does mean the games that run at near 30 fps or near 60 fps should be at 30 fps or 60 fps.
