My problem with SimCities has always been... growing too fast. Micromanaging the schools and hospitals sucks. I wish there's an auto option that set to 5% - 10% above usage instead of having to constantly checking 30 schools and 10 hospitals to get the optimal amount of simoliens used.
Road network is probably the hardest part to plan ahead. Too many intersections and you get too much traffic. Too less and you get long distance to travel. And traffic noise. And the polution.
