I've been playing The Pirate: Caribbean Hunt for some time now. It's somewhere between simplicity of Sid Meier's Pirates! and more complex games like what Akella makes (Sea Dogs, Age of Pirates).
Free, but you really don't have to buy anything, nor are premium ships much better than regular (10% at best).
Not perfect (only one type of cannons, so no range vs reload vs power of more complex games), but it gets updated and improved regularly.
