I'm not going to pretend I'm as clued in as many of you as to resolution rendering and such, but I do remember that the specific Neo guidelines were merely that, for the Neo mode of games, developers needed a resolution of at least 1080p and a similar or better framerate as the regular ps4 version. Sony also suggested that developers aim for 1800p over 1440 if they wanted a better picture, as 1800 apparently upscales more capably to 4k than 1440p. However, that was only a suggestion. There was no mandate as to resolution beyond a required 1080p, so technically devs could, as Intrinsic said, focus entirely upon maximizing the 1080p image if they so pleased.
