Well i believe that there are those who would benefit from turning 9/11 into a hate-war where the government get the legal right to push Martial Law on you so that you ''You don't hurt each-other'' and then Chip you so that when you don't pay your debt, they turn off the chip and you will no longer be a part of the community and will be seen as a threat towards National security, they take you and send you to concentration camp. (Look at the economy and the population) Banks know that they can't sustain control over the masses and since the world biggest economy collapse happens around 26september, i would imagine why it's good to have the population under control before the masses turns into a revolution.
