Install base is obviously more imporatant. Attach rates vary with each game, so it's difficult to predict the attach rate of an unreleased title. In any case, attach rate is more dependent on the actual quality of that title, whilst a poor game will surely sell more copies on a larger userbase rather than a smaller one.
