What's more important to a publisher;attach-rate or install-base?

I really think userbase matters more. (sorry if i sounded rude before bleu, it was just my questions.)

If attach rate mattered more, I think the ps2 would have been the losing console considering how large its userbase was. The larger the userbase, the worse the attach rate.
