Yes and No.
Whatever the case they won't lilely bw using all 36CU of the GPU available to them. Same way the PS4 uses only 18 of its available 20 CUs. It's a yield issue.
When sony buys Chips they buy chips. Now in any given batch the lilelyhood of having a fair number of defective Chios are high. And by defective it means that just maybe 1 CU doesmt work as intended. Deactivating 2 CUs on every chip ensures that you get an optimum amount of usable chops in every batch.
But yes, the less CUs you have or the lower clock you run them at the lower your power draw and in turn your heat output. I doubt they will deactivate 4 CUs and use only 32 of an available 36. Its more likely that they use 34 and clock it at 1200MHz.
