No. They HAVE to lower res to get the framerate because of lack of power. Also, Neo NEEDS to be aimed at framerate because of PSVR. MS are going for 4k which will impact frame rate.

Halo aimed for 60fps regardless of resolution. Forza has made Motorsport a definite 1080p60fps experience.

Gears MP is going 60fps for the first time. Killer Instinct never gave up 60fps.

In case you didn't notice, most of MS big IPs are big on multiplayer and gameplay is what MS focus on more than anything.
