I think the point here is the fact that games are still maturing. Two decades ago, games were developed thinking primary in children. With graphics evolving and the majority of the audience shifting to adults, games became more realistic (making the violence become more graphic) and start to approach more mature themes. The next thing is sex. Violence came first because it was already part of the games. It's a taboo that will eventually be broken.
