Console digital will never be as good as PC digital because on PC if a publisher releases a game on PC, at least 5 different vendors will sell their title. So that's 5+ different places where vendors can compete with price to get people to buy from them over another place.
On consoles, for XBLA you only have Microsoft. For PSN you only have Sony. There's much much less incentive for MicroSony to make games cheaper, you can't buy them digitally anywhere else.
