Bad AI, especially in strategy games. What really bugs me is that it feels like nothing has been done about it, there's still huge issues that have been present for over a decade that haven't been fixed. Such as the AI not knowing how to boat in every single Paradox game.
Although I guess it wouldn't be the same if it were fixed, goofy AI is all a part of the fun of these games. Plus then you wouldn't be able to conquer the world as the Ryukyu Islands.
