Does criticiczing a department of a Governament qualify as treason?

However, it's Pakistan. It's a third world country surrounded by a lot of issues. My country just told everyone to look left so we can observe traingate whilst the PM destroyed the human rights act for its people and put in a surveillance act in its place.
