It depends on the individual situation.
If you just lay around the house and have no desire to work or look for a job and are just mooching off your parents than you're a bum.
However if you are contributing to the household or are just down on your luck and cant find a job that pays well enough to support yourself than no shame in it.
When the herd loses its way, the shepard must kill the bull that leads them astray.
