Are Strategy/RPG's and RTS games hard to get into?

I'm thinking about buying my first ever Strategy/RPG: Final Fantasy Tactics: The Lion War something like that, its for the PSP and I also want Jeanne D' Arc.

And for PC, I'm thinking about getting Command and Conquer 3: Tiberum Wars and several others.

I really want to get Halo Wars but the RTS genre is scarying me.

Are both of these genres hard to get into, as meaning learning curve wise?

I never played these genres before, so I'm a n00b :P
