I think its just how the game is made since im pretty sure you see the same kind of pop in when landing normally, but then once your own the ground its not as noticable or when your flying around normally. But since this mod allows you to go close to the ground like as if you where landing i think thats why its more noticable here.

Hopefully a mod will come that will allow you to increase the view distance or something like that.

Ah, pity. I'm usually not all that bothered by pop-in, even at low settings, but this seems particularly extreme. Still, I'll have to keep an eye on the mod scene for this game. There's a lot of potential for improvements.
