"Core" portable gamers and some "casual" smartphone users, sure. That binary is incredibly reductive, but I expect it's indicative of a strategy that will prioritise a low price point from day one, more Nintendo software, more often, and an emphasis on a mixture of third party support that'll capture family friendly stuff from the Western publishers (Skylanders, Lego, Just Dance) and core stuff from Japanese publishers (Dragon Quest, Monster Hunter etc).

I wouldn't be surprised if there are NX games that only utilise the touchscreen and gyro (perhaps an inbuilt launch title from Nintendo), and I also think there's a good chance Nintendo will have their smartphone games available on NX, too. The strategy will be to capture a large mobile audience, and convert a percentage of them into NX owners, while relying on their core audience for high software sales (and therefore decent profit margins if an expanded audience product falters) for franchises like Zelda etc.
