For a couple of reasons.
If the neo is going to be A 4k console, then its simoky going to require a little more ram and higher memory badwidth. So it's most likely going to have 10-12GB or ram and at least have a tad more than 192GB/s bandwidth. Especially considering that MS seems to be going with 12GB for the scorpio. A ram bump will be a relatively easy upgrade to make for their leaked neo spec.
GDDR5x ram is more expensive than normal GDDR5 RAM. And they could go with more of it.
