PC has free online mostly because there's too much competiton on PC for that to happen. If Steam started charging for Online people would just buy games somewhere else. The money Steam would lose from sales would outweigh what they would make from subscriptions. Consoles are closed systems that don't have that problem. If you don't want to play for Online on your Xbox One, but still want to play multiplayer, what are you going to do? Dump your prefered gaming platform over $60 a year?
On top of that, I think Steam takes a larger cut from games than Sony/MS do. I could be wrong but I think it's something like 30% vs. 20%.
