I also think they will go this route. This gen showed them that, at least in the US, the cheaper console is winning. So making the PS4 Slim cheaper than the One S is reasonable, specially because it is cheaper to manufacture due to using GDDR5 memory instead of DDR3 plus a big SoC to fit EDRAM. The only way the PS4 won't be cheaper than the X1 is if Sony doesn't want it to be.
A 400 price point for the Neo would also be pretty good. If it doesn 1440p/1600p in games and upscale it to 4K, it would look pretty darn impressive for that price point.
