i highly doubt sony will get greedy
the ps4 neo chip in 16/14nm will be about the same size as the original ps4 chip in 28nm. it will cost more to manufacture thanks to the new expensive process, but not that much more.
on the other hand, the GDDR5 ram is way cheaper today compared with 2013. (although, they will use faster one, ofc)

the ps4 neo should cost about the same to produce like the ps4 back in 2013 or slightly more
