By saying that they want the reader to think everything is going perfectly but there is a very tiny minority on the internet that makes it looks like a big deal. 

Perfectly bug wise or perfectly happiness wise?  

I fail to see how a percentage of support tickets filed is the dev saying that same percent are the only ones unhappy.
