No. the difference is that Sony has mandated forward compatibility to the devs on the official documentation. The Neo is after all an overclocked PS4 + dual GPU. the forward compatibility and backward compatibility will be easy to implement and to mandate to devs for all games.
There is no such thing with Scorpio. Forward compatibility will be impossible to mandate. It's not practical, Microsoft won't aleniate developers after what they have done with their XB1 initial fiasco. Scorpio is technically a next gen with an architecture totally different than XB1. Dfiferent Memory architecture, different CPU tech, different GPU tech.
What MS say is all PR messaging. It's empty. But even their message is already changing. Now the VR compatible games will be Scorpio exclusives. And the scorpio is not there yet. Message will change again.
Don't you understand that it's just 101 marketing in order to sell XB1 S? people are so naive. MIcrosoft already lied to us before using disingenious wording.
"There won't be Scorpio console exclusives". technically could mean that as long as you release the game on PC then you can release the game on one console only, the Scorpio. Hell 99% of xbox games are already released on PC too.
