This looks to be a prop of sorts.

But to be fair, it's best to hide in plain sight. If you don't believe  they could or would do it, then they got a pretty good reason to do it that exact way. Look like you belong and don't be noticed.

That's how they hide the CB and fiat money scam. it hides in plain sight.
