Hahaha, that is soo true in Japan. Way too often did I see this while my time in Japan, and it's soo easy. There's just so much used manga available to read. If it's a problem for manga artists, it'll be a hard battle to win. It's just too easy to get manga used in Japan, and cheap too.
As for me, I get manga new, as I can't really ever find it used. There's some at good will or other used books stores, so that is rare for me. Plus, I don't really like used material. They could be really dirty : S
