Here's my personal tier of importance of gaming elements (you can hate on me if you want):
Tied for first: Gameplay, Story, Replay Value, and Charisma (as in that of the characters; I'm not asking for gung-ho heroes, I just want to be able to like the good guys and, to a certain extent, the bad guys)
Tied for second: Creativity (as in Innovation, not necessarily graphics), Atmosphere, and Sound
Last place: Graphics.
You want to like the bad guys?  I am pretty sure you are suppose to hate the bad guys in a lot of games.
