I personally believe that they are both equally important, because in a genre that would benefit from both, if either one sucks ass, the game is unplayable...
Here's my personal tier of importance of gaming elements (you can hate on me if you want):
Tied for first: Gameplay, Story, Replay Value, and Charisma (as in that of the characters; I'm not asking for gung-ho heroes, I just want to be able to like the good guys and, to a certain extent, the bad guys)
Tied for second: Creativity (as in Innovation, not necessarily graphics), Atmosphere, and Sound
Last place: Graphics.
