It means could be charged in the same way when a person downloads an MP3 out of a Youtube video you are breaking the law but are unlikely to be caught for it, but yeah this is just one of those things to keep in mind when you tell your kids not to send anything stupid to their friends, if the image is passed from one phone to other people (spreading around a pic to shame school friends) the charge can be upped to distribution of Child pornograhy which... again, as a young person you can mostly ignore but later in life if trying to get work or move into a new neighbourhood it could really come back and bite you on the ass for something so silly as taking a pic of yourself and sending it in an MMS.

With mobile phones being a thing in almost every kids school bag now this is a charge which very rarely raises its head but when it does the repercussions are life changing for effectively the victim of the whole thing.

And here I thought only Italy and, maybe, USA, had written laws about child porn on the net in such a stupid way to actually damage the minors themselves too...
