Wait, its rumored to have a power brick! Oh no... They should go with the 399 model. $500 for any mid gen upgrade is too much I feel. The 399 model already boasts greater TFs than the One S doesn't it? That alone should be enough to hold Sony over, unless that is, Neo is meant to be more than just a short term hardware revision. Be smart Sony, you already have a lead, keep it.

Now that Microsoft has shown their cards, I think that Sony is in a comfortable position to do whatever they want. Scorpio isn't launching anytime soon, so Sony can launch the Neo at $499 without having a competitor or a price disadvantage, by the time Scorpio launches (most likely at $499), Sony would be able to drop the price to $449 or even $399 should they please to; also, if they launch at $499 they would be able to keep the current PS4's price at $349 a little longer. If they launch the $399 Neo, they could keep it at that price well after the Scorpio comes out and still have a price advantage, but they would have to immediately drop the price on the regular PS4 to $299. I personally would prefer a $499 Neo with a performance closer to the Scorpio, I also think that would be the smartest business decision for Sony.
