I assume it would work as it should in any other shared world game. For example if I join a server in Destiny, all the resources, chests, enemies, public events, etc, aren't reset. Whatever cool down they are on, they are still on.
He said other people will explore and loot and leave their marks on planets and they want players to see that. So I would assume everyone is in one instance. Otherwise, how would anyone see what other players are doing? Or, at worst, like Destiny, there are lots of instances different players are in. Your example, the resources on the planet would still be however they were when one player left, because they are in the same instance. Someone else in another instance will be experiencing things differently, but all discoveries and names are shared across the entire universe.
