Why not Taiwan has it's own democraticly elected government and isn't part of the Peoples republic of China even though China lays claim to it , the only concession is it uses the name chinese Tapei since China was admitted to the Olymics, you might have a stronger case if you questioned Hong Kong competing as a separate team, since even though they have some automony they are a Chinese region, having said that their long Olympic history is most likely why they continue as Hong Kong.
