He was top in the special student selection, the same one Todoroki took part in. He ranked higher than Todoroki at the time of the selection, but when you think about it, he ranked higher than ice only Todoroki and not ice/fire. So yeah, I dunno. I feel like this might be the case of building up a threat just for it to get easily stomped and act as some kind of measure for how far everyone has come.
