But that's exactly the point. The USA has always been a hodgepodge, so there's no one option for all the various elements of society to conform to.
Given you can't force natural born Americans to conform to a particular set of lifestyle factors how are you going decide on the one way of doing things let alone actually enforcing it?
Workable English is just about the only strict rule that could be enforced.
