How about a fantasy setting? next.
Tolkien style? song of fire & ice?
Dragons, archers, calviers, maybe some sneaky foot soldiers (that run really fast to compensate).
Would have to balance the time it takes to aim, how far you can shoot and how accurate archers would be, with those that choose to be sword users instead.
Could have forts, where one side defendes the fort and the other seiges it.
