You could try lowering the res and graphics quality. I'm sure you've already tried that though :P
Also if you're using an AMD GPU you could download its Catalyst Control Centre (Only Works on Windows 7 from my experience). In some games I've seen as much as a 10 fps boost which helps if previously the game was running in the low 20's.
