Fallout 4 was a blast. Much better locations, a lot more content, and superior game-play to FO3/FO:NV. FO:NV had a better main story but wasn't as good a game in most other ways.
Lots of tiny things go either way. For instance, I liked the lever action rifles in FO:NV better but FO4 did a much better job with attachments.
Overall, FO4 is the best game of the three, all things considered. There are dozens and dozens of improvements.
Of course, I'm someone who likes to explore every part of these games and I put hundreds of hours into them. Someone who runs through them in 40 hours like they're standard shooters might think otherwise.
