Heck even if you look at the less beefy 3DS compared to the Playstation 2's hardware the 3DS runs circles around it in terms of raw power and memory capacity. Point I'm trying to make is all those systems were perfectly capable of creating fantastic games if it's a case of you need to have the absolute max CPU/GPU to consider a machine worthy of gaming... then only the PC can ever really qualify as a games machine. Saying that the 3DS is equivalent or better than the PS2 in term of hardware says a lot about the lack of ambition of the 3DS games. In term of ambition, GoW3, GT, MGS3, SotC etc. are a magnitude above anything what we saw on 3DS, by far.
Also, the SNES had excellent games... for a 16 bits. And I don't mean all of sudden the excellent games became crappy, I mean that these games are excellent in genres and within constraints and expectations of this area. And we moved on from that, to new genres, bigger scale, and a lot of people (including me) fail to be excited by a new game they could have played 20 years ago. You could do excellent games, but you can't do any of the excellent game we have in the current generation.
On the contrary, so far I can't see any game on the PC that seems impossible to do on the PS4/XOne. Lower resolution and slightly lower settings, less AA, and the game can still be modern, ambitious, beautiful, with the same gameplay. Current consoles are thousand times more powerful than the SNES, while the most powerful PC are only 10 times more powerful than a PS4. And that's not such a big difference considering the diminishing return, the resolution difference, and the better optimization on consoles. So that's why you can think you need a lot better than the 3DS, but still does not need the best hardware at any given time.
